leave out from '2000' to end and add: believes that legislation based upon the Law Commission's 1995 draft Mental Incapacity Bill will weaken legal protection for the vulnerable; notes that investment in the environment and social systems of disabled and vulnerable people will protect and empower them; expresses support for the Government's decision to invest ú50million in palliative care by 2004; and calls on the Government to further enhance protection for the vunerable in England, Wales and Northern Ireland by supporting the Patients' Protection Bill [HL].
