That this House is concerned that the Government has postponed a proposed system of regulatory budgets; notes that the cumulative cost of new regulations on business since 1998 is now nearly £77 billion; understands that small businesses spend on average seven hours per week complying with red tape and paperwork and that 30 per cent. of UK businesses believe that it has become more difficult to comply with regulations in the last 12 months; and calls on the Government to introduce a system of regulatory budgets immediately to encourage better regulation and to help minimise the burden on UK businesses during the UK's recovery from recession.
