Voter Recall And The Removal Of Hon. Members

That this House believes that the provisions of the Representation ofthe People Act 1983 relating to the removal of democratically-elected Members of Parliament should be repealed;considers that there should instead be a system of voter recall which would ensure that if an hon. Member were judged to have committedwrongdoing, their constituents should be able to petition to force a by-election, with a minimum threshold of 10 per cent. of the electorate and that voter recall would only occur if an hon. Member had committed an offence, rather than because of policy differences; congratulates the new Government on its promise of early legislation to create voter recall; and urges it to present a draft Bill to the House.
