That this House is alarmed at the conduct of the Coalition Government in degrading existing parliamentary reforms and ethical standards; condemns the failure to employ the Independent Adviser of the Ministerial Code to investigate a former Secretary of State's alleged breach of the code and the use of a civil servant to produce a rushed inquiry for reasons of political expediency; notes the resignation of the previous Adviser and agrees with the Public Administration Select Committee that his successor is not sufficiently independent to fulfil his duties; considers that a robustly independent adviser has been replaced by a prime ministerial poodle; condemns the disappearance of the pre-election reforming zeal of the hon. Member for Witney and the Coalition's surrender to lobbyists' pressure to support a weak Register that will be so broad, shallow and complex that it will be unworkable; further condemns the Coalition's attempt to hide responsibility for the cash-for-influence scandal with an internal inquiry, the credentials of which have been widely and fairly ridiculed; and regrets that the Coalition has failed in its prime parliamentary task of restoring public trust in politicians by introducing new sleaze that is further undermining respect for the political system.
