No-Change Parking Machines

That this House believes that parking machines should not be allowed to not give change; further believes that this is wholly illegitimate when machines can and do give change; believes that this is very unfair to people who do not have the correct change and is also discriminatory against people who may not be able to pay in other ways such as by card or mobile phone, particularly older people and people on lower incomes; believes that no-change machines are a cynical way of extracting extra money from members of the public and are used as a means of taking money unjustifiably from people and are a form of illegitimate taxation; and believes that the Government should bring forward legislation to ban no-change machines.
