Unregistered, Small Private Childrens Homes

That this House notes with alarm that children for whom local authorities have parental responsibilities are being placed in small, unregistered children's homes in the North West which are run on a commercial basis and which are not subject to the regulations governing children's homes and where the children placed are not being given the protection of the fostering regulations; and therefore urges the Secretary of State for Health immediately to introduce legislation to close this loophole and introduce legislation which will ensure that in future children for which the local authority has parental responsibilities can only be placed in care situations subject to the regulations of the Children Act 1989.
