VAT On Historic Tramways And Railways

That this House is shocked to learn that one of the proposals contained within the Chancellor's recent Budget was the application of VAT at the full rate of 17.5 per cent. from April 1995 to rides taken at working museums on museum tramways and railways; notes that the introduction of such charges will badly affect the reliability of such museums, which are largely run by volunteers who give their time for no personal financial reward; and calls upon Her Majesty's Government to cancel its intentions to tax in this way the time and efforts of members of such organisations which are mainly charities and operate on a non-profit making basis.
