Cold Weather Payments

EDM number 384 in 1997-98, proposed by Ray Michie on 03/11/1997.

That this House believes that taking into account windchill factor would make cold weather payments fairer and would target help where it is most needed; believes that this Government should honour pledges it made when in Opposition and set up a pilot scheme testing windchill factor and its applicability to cold weather payments; and supports a wide-ranging review of the benefits system, especially the rate of benefit take-up by the oldest and poorest pensioners in the coldest and windiest parts of the country.
