Local Loop Charge

That this House notes that the key to the delivery of Internet access is the local loop charge currently monopolised by BT; calls upon Oftel to recommend that this service be opened up to market conditions; and recommends that the Government lays down a public service remit that requires any new licensee to provide ten hours a week free service per line for schools and libraries.
