That this House, in the light of the declaration made on 3rd May by the Metropolitan Police that its officers behaved unlawfully during the Chinese state visit in October 1999 by removing Tibetan flags from demonstrators; and calls upon the Home Secretary to order an independent inquiry into how that unlawful behaviour came about, and why the Metropolitan Police's own internal review failed to identify such behaviour as unlawful.
