Liberty Test

EDM number 1611 in 2001-02, proposed by Mark Prisk on 11/07/2002.

That this House believes that Parliament is the ultimate defender of our liberty and that all legislation which is brought before Parliament should be accompanied by a Liberty Test; and further believes that ministers should publish an explicit and detailed assessment of the impact of any legislation on individual liberties and that ministers must justify to the House why they believe that a curtailment of personal liberty is required.
