Park Homes Reform

EDM number 405 in 2001-02, proposed by Hilton Dawson on 13/11/2001.

That this House welcomes the Government response to the Recommendation of the Park Homes Working Party; is particularly pleased to note the Government's view that residents need better protection against harassment, that park owners should face a test of whether they are fit and proper persons to run residential parks, that there could be a statutory duty on local authorities to set, monitor, and enforce licence conditions, that in future local authorities may take over the running of residential parks where licences are revoked, that fines on park owners for breach of licence conditions could be doubled, that park residents could be given a right to be consulted about licence conditions, and that there could be statutory backing for the recognition of residents' associations; furthermore hopes that the forthcoming study on the economics of residential parks will help to provide a fair and equitable balance between the interests of responsible park owners and residents; recognises that while park home living can be an excellent way of life, the current law leaves the door wide open to the exploitation of vulnerable people by cheats and rogues; and hopes that the Government will take the earliest possible opportunity to bring forward new housing legislation in the interests both of park home residents and decent park owners.
