That this House pays tribute to the hard work of staff in the NHS; notes that they frequently find themselves prevented from doing the right job for patients by the distorting effect of Government targets; and condemns ministers for using NHS staff as human shields to deflect proper democratic criticism of their failing stewardship of the NHS.
