That this House believes that a well-supported, highly qualified teaching profession working alongside properly trained and valued support staff provides the best possible guarantee of high quality education for all children and young people; and is concerned that the Education (Specified Work and Registration) (England) Regulations 2003, which allow for unqualified persons to undertake the work of teachers and for persons without qualified teacher status to be responsible for the direction and supervision of student teachers could have a detrimental effect on the quality of education in the future.
