The Audit Commission

EDM number 49 in 2002-03, proposed by Kevin McNamara on 13/11/2002.

That this House condemns the allegation that Hull City Council has a culture that tolerates the bullying of council officers by senior members as stated in the Audit Commission's Corporate Governance Inspection Report; notes the confusion that reference is made to exonerate the current Labour Group Leader and his predecessor, but no reference made to the other 58 councillors; recognises the severity of this blanket charge; is extremely concerned that the Audit Commission produced no specific evidence to substantiate this allegation and that Lord Norton, Chair of the Council's Standards Committee was not interviewed on this matter nor the Leader of Hull City Council from 1979 to 2001; and further notes that the Managing Director, Hull City Council in a letter dated 18th September, to the honourable Member for Kingston upon Hull North stated that since the introduction of the Standards Committee in 1999 there have been no cases of bullying of staff by council members.
