That this House registers its dismay that Her Majesty's Government is working closely with the Malaysian authorities on counter-terrorism capacity building, despite Malaysia's use of the 1960 Internal Security Act (ISA) to detain without charge or trial human rights activists and campaigners for democracy; notes that the detention of reform activists Tian Chua, Mohamed Ezam Mohd Nor, Saari Sunjib and Hishamuddin Rais continues despite a recent Federal Court ruling that the first 60 days of their detention was unlawful; calls upon Her Majesty's Government to instruct the British Embassy in Kuala Lumpur to make renewed representation to the Government of Malaysia to end the use of the ISA against those exercising their right to peaceful freedom of expression; and asks that the British Embassy seek permission from the Government of Malaysia to visit the detainees and investigate conditions at the Kamunting detention centre as soon as possible.
