That this House welcomes the launch by the Communication Workers Union of the consultation document `Delivering Quality: the Post Office in the Public Sector'; supports its assertion that Postcomm is neglecting its primary duty to defend the provision of a universal postal service at a uniform and affordable price throughout the UK in its eagerness to promote a liberalisation agenda; believes that regulators should not determine policy which is the responsibility of the elected Government; calls on Ministers to make it clear to Royal Mail that the Warwick Agreement is binding; and calls on the Government to embark on a programme for investment and growth within the industry via an extensive period of nil dividend.
