Constitutional Settlement Between Scotland And England

That this House notes the present controversy surrounding the `West Lothian' question; acknowledges the tensions expressed by hon. Members, both in the House and the broadcast and print media; and calls for a full and frank debate on the present constitutional settlement between Scotland and England.
