That this House notes that the impact of the system of ceilings and floors in local government support grant is preventing a number of councils from getting the funding which the Government assesses through the Grant Formula that they need; recognises that this leads to difficult decisions in local service provision; and urges the Government to accelerate the transition to the correct formula level for all councils.
