That this House is concerned by the speed of change that has taken place in the qualifications system in recent years; welcomes the recent report from Cambridge Assessment on examination standards which looks into this issue; notes the report's conclusion that the frequency and scope of change in qualifications needs to be reduced; further notes the report's recommendation that any changes in the content of qualifications should be driven by user and subject communities; believes that qualifications should be owned primarily through partnerships between schools, higher education, employers and awarding bodies; calls fora public debate about what qualifications are for; and further calls on the Government to act on the recommendations of the report.
