That this House notes that on 2 May1695 the House of Commons resolved that `the Offer of any Money, or other Advantage, to any Member of Parliament, for the promoting of any Matter whatsoever, depending, or to be transacted, in Parliament, is a high Crime and Misdemeanour and tends to the Subversion of the English Constitution'; further notes that this motion was perhaps the most decisive ruling ever made by the House of Commons on the financial interests of its Members; and believes the principles set out in this motion should be followed as part of forthcoming action on registering interests in order to restore faith in the democratic process.
