That this House notes the unfair financial advantage which unlicensed providers of hair-braiding and henna tattooing have over licensed street traders and shop keepers; further notes that in peak season in coastal resorts such as Padstow they can make thousands of pounds per day without paying any local taxation; observes that they are not covered by the existing street traders licensing regime as they are not selling goods and that they can only be regulated by the passage of private bills through this House at great expense to local taxpayers; and therefore calls on the Government to amend existing legislation covering the licensing of street traders to include those providing services in addition to those selling merchandise.
