Child Abuse In North Wales Care Homes

That this House notes with grave concern the fact that victims of institutionalised child abuse whose allegations were made to the Waterhouse Inquiry into child abuse in North Wales care homes were not believed, thus affording the perpetrators anonymity; and strongly supports the view of the Children's Commissioner for Wales, Keith Towler, that a full inquiry should now be established to gather evidence about the allegations which were not covered by the Waterhouse Inquiry and to report fully and urgently on the matter.
