Private Investment And Local Housing Corporations

That this House notes with disappointment that the Treasury Chief Secretary has ruled out a switch to accounting rules that would allow private investment in local housing corporations without adding to the PSBR; draws to the attention of the Government the Chartered Institute of Housing report prepared by Coopers and Lybrand that questions whether a government guarantee for borrowing would really be necessary for a new landlord body owned by a local authority; and therefore calls on Her Majesty's Government to consider exempting a number of pilot local housing corporations from PSBR limits without Government borrowing guarantees to test whether these new bodies could open up a new era of investment in decent, affordable housing.
