Kyoto Targets

EDM number 1562 in 1997-98, proposed by Vernon Coaker on 15/07/1998.

That this House welcomes the government's commitment to a 12.5 per cent reduction in greenhouse gases to reach the Kyoto targets; particularly approves of the commitment over and above these targets to a 20 per cent reduction in carbon dioxide emissions; hopes that in the forthcoming White Paper the government will recognise the need to increase energy efficiency in buildings, which are accountable for almost half of the UK's total carbon dioxide emissions; and endorses the conclusions of Clear Benefits, a recent report by Pilkington UK produced in association with the Green Alliance, which calls upon the Government significantly to reduce emissions from buildings by bringing the rate of VAT on energy saving materials in line with that on domestic energy, and through improvements to the Building Regulations.
