Licensed Retail Companies And Working Time Regulations

That this House deplores the actions by the licensed retail companies to exclude 15,000 employees from the provisions of Statutory Instrument 1998 No. 1833, Terms and Conditions of Employment, The Working Time Regulations 1998; notes that public house managers are being categorised by the major brewery companies in Great Britain as managing executives or others with autonomous decision-taking powers; also notes that around 3,000 new quality jobs could be created in the licensed retail industry by application of the working time regulations; and urges Her Majesty's Government to call upon the major brewers to move from their intransigent position in the interests of good industrial relations and regard for their employees' long-term health, safety and welfare to reach agreement with the employees' representatives, the National Association of Licensed House Managers.
