Special Educational Needs

That this House expresses its concern that the Special Educational Needs draft Code of Practice laid before Parliament under section 314(3) of the Education Act 1996 on 20th June 2000 reduces the requirement on local education authorities to quantify the support needed by children with special needs; and calls upon the Government to rethink its proposals.
