Murder Of Honduran Street Children And Youths

EDM number 1524 in 2002-03, proposed by Win Griffiths on 03/07/2003.

That this House is appalled by the fact that over 50 street children and youths under the age of 23 are murdered in Honduras every month despite its population only totalling about six million; notes that the children's welfare organisation, Casa Alianza, has documented the murders and extrajudicial executions of over 1,770 children and youths in Honduras since 1998; further notes that sixty per cent. of the murders have not been investigated sufficiently in order to identify the killers and that of the murderers who have been identified, one third are police officers one third gang members and one third members of the public who kill these street children and youths as a form of social cleansing because they perceive them to be no more than vermin; welcomes the fact that the Honduran Government has extended from five to 20 the number of investigators in the special police investigative unit established to investigate these murders; calls on the Government of Honduras to convict and punish as a matter of urgency the murders of Honduran street children and youths and to ensure that the investigative unit is given much more material support; and urges the British Government to assist the Honduran authorities in providing this unit with resources and training.
