Humanitarian Aid To Iraq And Afghanistan

That this House welcomes the Prime Minister's promise that he will not let down the Iraqi people in delivering humanitarian aid and assistance to rebuild Iraq; notes that the Prime Minister said on 14th November 2001 that this time he would not walk away from the Afghan people and that he would ensure massive amounts of aid would be sent to Afghanistan; is greatly alarmed at the report in The Sunday Times on 23rd March by Christina Lamb that in the neonatal unit of the Kabul hospital premature babies can only be placed in the unit's only incubator for 15 minutes per three hours and only when there is electricity; is dismayed that hospital doctors and nurses have no masks or gloves or sterile solutions for washing; is concerned that President Karzai has been unable to pay his Ministers since last June; condemns the lack of assistance for refugees forced to sleep outside and that medical students have no classrooms; and urges the Prime Minister to deliver on his promises to both the Afghan and Iraqi people.
