Genocide Prevention And The United Nations

EDM number 491 in 2003-04, proposed by Ann McKechin on 26/01/2004.

That this House welcomes the Holocaust Memorial Day's theme paper From the Holocaust to Rwanda; lessons learned, lessons still to learn; recognises the international efforts to end impunity and deliver justice after the crime of genocide has taken place; affirms the need for a UN Genocide Prevention Focal Point located at the UN Headquarters to assess and disseminate information on the serious risks of genocide, issue early warnings and recommendations for prevention and help prevent genocide from secretly unfolding; expresses the hope that the UN Secretary General will announce the establishment of such a Focal Point on 7th April at a UN commemoration of the 10th anniversary of the Rwandan genocide; and requests Her Majesty's Government to raise this issue at the UN, thereby confirming the United Kingdom's commitment to the prevention of genocide.
