That this House welcomes the efforts made by Her Majesty's Government to tackle poverty and inequality in 2005; further welcomes the support given by the United Kingdom Government in helping further economic and international development in the Caribbean; notes that changes to trade rules to ensure trade justice are vital to achieving poverty reduction; notes with concern that current proposals by the European Commission for changes to the banana and sugar trade regimes could, if implemented as proposed, have a disastrous effect on the economies and livelihoods of vulnerable Caribbean economies; welcomes the considerable efforts being made by the countries of the Caribbean in modifying their economies and industries to reflect changes to the European sugar and banana trade regimes; further calls upon the Government to press for urgent changes to the European Commission's proposals on sugar and bananas for the ACP countries; calls on the Government to support changes to amend the immediate price fall in favour of a gradual phasing in of any changes to sugar and banana prices in such a manner as to enable Caribbean economies time properly to adjust to the new price structure and the economic transformations that will follow; and further calls upon Government, in the case of sugar, to seek alternative options and mechanisms with the European Commission that ensure that appropriate financial resources are made available promptly and efficiently to industry in the Caribbean before, during and after whatever extended transitional period is agreed to.
