Costs Of Night-Time Leisure Economy

EDM number 99 in 2005-06, proposed by Mike Hancock on 17/05/2005.

That this House believes that the costs of policing entertainment areas at night in towns and cities across the country should not entirely fall on the central or council taxpayer; further believes that provision should be made to provide a mechanism for the general control of anti-social behaviour by individuals once they are away from the vicinity of licensed premises; and to this end, and working on the principle that the polluter should pay, urges the Government to grant local authorities mandatory powers to impose a levy on premises whose customers cause an unwanted burden on policing and clean-up costs throughout the country.
