England Rural Development Programme 2007 To 2013

That this House notes with regret the Government's announcement of a delay in the implementation of the new England Rural Development Programme (ERDP) 2007 to 2013 of at least several months; believes that this delay will inevitably undermine rural development across England; nevertheless, believes that the delay does at least allow the current proposals for the ERDP 2007 to 2013 to be looked at again; and calls on the Government to make use of this opportunity to revise its approach to the programme to take heed of the RSPCA in its call for an imaginative ERDP which provides much greater encouragement for higher animal welfare standards.
