Secondary Fires

That this House recognises that deliberate secondary fires place a considerable strain on the resources of all fire and rescue services with the main cause of ignition being matches and lighters; notes that 59 per cent. of such fires are started by individuals under the age of 17 years; and calls on the Government to hold discussions with the Chief Fire Officers' Association, the Royal Society for the Prevention of Accidents, the Child Accident Protection Trust and the Fire Brigades' Union to examine the case for the banning of the sale of lighters and matches to juveniles.
