Darfur Oil Trust Fund

EDM number 1743 in 2006-07, proposed by John Bercow on 20/06/2007.

That this House believes that the establishment of a UN Oil Trust Fund for Sudan, such as that proposed by the Aegis Trust, learning from international experience, would be an effective way of adding to the pressure on Khartoum to accept in full the proposed UN-African Union peacekeeping mission and also prohibit the misuse of oil revenues which are currently used to fund the operations of the Sudanese military and Janjaweed militias; notes that such a programme would ensure that the wealth sharing clauses within the 2005 Comprehensive Peace Agreement ending the civil war with South Sudan are honoured in full; notes that essential services such as health, education and humanitarian aid would remain available to the Sudanese civilian population; believes that some monies should be retained to act as a reparations fund for victims of the crisis in Darfur; further notes that such a programme would not hinder the supply of Sudanese oil to countries currently in receipt of oil export agreements, such as China, India and Japan; and calls upon the UK Government to introduce the proposal at the UN Security Council on the earliest possible occasion.
