That this House notes the research of the University of Groningen that demonstrates that a graffiti ridden environment causes people to be twice as likely to litter and indulge in petty theft; further notes the difficulties of enforcing sanctions against those people who create a mess with graffiti; and calls on the Government to use the Policing and Crime Bill to facilitate the use of fixed penalty community notices to ensure that those people who create the mess are compelled to clear it up and do not escape without sanction.
