That this House applauds the Secretary of Statefor International Development for her decision to freeze direct budget support to the Kagame regime in Rwanda for providing the M23 militia gang troop with reinforcements, weapons, intelligence, communication equipment and political advice in their murderous attempt to besiege the Democratic Republic of Congo's eastern mineral-rich provinces of North and South Kivu; recalls that the final UN Group of Experts' report concluded that Rwanda's Defence Chief, General James Kabarebe, is effectivelycommanding the M23 militia gang; notes that this is not the first time that the governmentsof Rwanda or Uganda have supported militia gangs in the Democratic Republic of Congo; endorses Save the Congo's call to the UK Government and the international community to redouble efforts to ensure that all those responsible for supporting the M23 militia gang or for breaching UNSecurity CouncilResolutions are placed on the UN Sanctions list; and urges the Secretary of State for Foreign and Commonwealth Affairs to update the House on this matter on the earliest possible occasion.
