That this House welcomes the decision in June by the EU Heads of State to include workers' rights in the EU's negotiating mandate for the forthcoming WTO Millennium Round; regrets the subsequent decisions by the EU trade ministers to take workers' rights out of the EU's negotiating mandate; believes that the liberalisation of world trade without adequate safeguards for workers' rights will mean that the benefits of globalisation are not felt by everyone; views the legal enforcement of ILO core labour standards as an essential element of the reform of international institutions, which will be of enormous benefit to developing nations; and urges the Government to ensure that core labour standards are reinstated to the EU mandate for the WTO negotiations.
