Top-Up Fees

That this House strongly welcomes the statement from the Secretary of State for Education and Employment reaffirming his opposition to university top-up fees; believes that top-up fees would create a two-tier university system and would discourage access by poorer students because loans would not be available to meet the costs of top-up fees for these students.
