Home Energy Conservation Bill

EDM number 26 in 2002-03, proposed by Jonathan Sayeed on 13/11/2002.

That this House notes that the Home Energy Conservation Bill which had substantial all-party support would have increased domestic energy efficiency by strengthening targets required co-ordinated local and national action to end fuel poverty, removed bad landlords and ended fuel poverty in houses in multiple occupation by setting up a licensing scheme which ensures proper fire safety and insulation standards; further notes that, as stated by the Right honourable Member for Oldham West and Royton in a letter to the Right honourable Member for North West Hampshire dated 17th January, each of these is an important aim of government policy and this bill would help to achieve our goals; further notes that at least five Government ministers, namely the honourable Members for Livingston, Norwich South, Cunninghame North, Newcastle-upon-Tyne East and Hull West and Hessele have committed the Government to supporting this Bill, and that the Right honourable Member for Norwich South wrote on 11 April, that the Government supported this bill and will continue to do so; expresses its support for the help the bill gives to efforts to end fuel poverty, especially since the Government's current Decent Homes policy will require insulation standards in renovated social sector housing to be only one quarter of the standard required in new homes; therefore finds it inexplicable that the Government wrecked a bill ministers purported to support; and so expresses the wish that adequate time is made available in this session of Parliament for a similar bill to become law.
