That this House notes that the first Annual Report of the Scottish Council of Economic Advisers recommends that Scottish local planning authorities should be incentivised financially to promote and to facilitate sustainable development projects; and urges the Government to allow local authorities in England and Wales to keep the business rate income from such sustainable developments.
