That this House notes that the Communications Act 2003 requires 90 per cent. of ITV and Channel 4 programmes to be subtitled by the end of 2010; is concerned that the Communications Act 2003 only requires five per cent. of programmes to be signed; and encourages the Government to increase the proportion of programming that is signed.
