Council Tenants And Maintenance Charges

That this House notes Government research published in July 2009, indicating that the allowances for management, maintenance and repair of almost two million homes for council tenants are over 1,000 million per annum too low; further notes that HM Treasury is currently making a profit on council housing of over 100 million a year, even after tenants are charged interest on debt, amounting to a tax on council tenants; and urges that this tenants' tax should be frozen in the forthcoming draft housing revenue account subsidy determination.
