Rnli Beach Lifeguarding

That this House welcomes the work done by the RNLI beach lifeguards in the South West of England and expresses gratitude to them for assisting 10,000 people and saving 63 lives in 2006; notes the intention of the RNLI to expand this beach lifeguarding service to other parts of the United Kingdom; commends those local authorities and landowners that are making proper provision for safety of the public on their beaches; further notes the lack of a statutory responsibility for beach owners to exercise a duty of care for the public on beaches they encourage them to use and further notes the implication that this has on the funds available to local government for this purpose; welcomes the Government's recommendation that coastal local authorities make use of the RNLI's standardised risk assessment to assess the need to provide safety for the public on beaches they are encouraged to use; calls on the Government in co-operation with all coastal local authorities and landowners to ensure that sufficient resources for beach lifeguards are provided where necessary; and calls for the publication of a register of coastal local authorities' action in conducting this risk assessment on their beaches.
