Community Planning And Third Party Right Of Appeal

That this House recognises that the planning system is a sophisticated and radical instrument of environmental regulation and is vitally important not only in respect of land use but also the operation of local democracy and delivery of sustainable environmental change; believes that democracy and equity should be at the heart of the Government's current reform agenda; and calls for community planning to be incorporated into the statutory planning system and for the introduction of a qualified third party right of appeal.
