That this House welcomes the Government's support for the growth and development of community-based radio and television; notes the important contribution community media can make to social inclusion, neighbourhood renewal, citizens' participation, local democracy and lifelong learning; believes that the Communications Bill provides a unique opportunity to put in place a cross media framework for community-based radio, television and new media; calls for an explicit commitment to the promotion and development of community media to be in the functions and duties of OFCOM; and further believes that these requirements should be supported by clear licensing arrangements guaranteed access to radio spectrum and digital delivery platforms, and a community media fund.
