That this House notes that following the explosion of the Deepwater Horizon rig off the Louisiana coast, which killed eleven rig workers, an estimated 504,000 to 798,000 gallons of oil are leaking into the Gulf of Mexico every day and to date at least 20 million gallons have spilled into the Gulf, affecting more than 70 miles of Louisiana's coastline; further notes that White House energy advisers have described this as the worst environmental disaster the United States has faced; welcomes the announcement that BP will be subject to a criminal investigation; and believes that BP must take full financial responsibility for both the short and long-term effects of the disaster.
