Zahid Mubarek

That this House recalls the murder of Zahid Mubarek, while in custody at Feltham Young Offenders Institution; offers its deepest sympathy to his family; notes that he died as a result of a brutal attack by Robert Stewart, with whom he was sharing a cell despite the fact that there had been repeated signs of Robert Stewart's extreme racist views and capacity for violence; further notes press reports that an internal Prison Service report has branded Feltham as institutionally racist and found damning indictments of staff failing in their duty of care toward prisoners; recognises the wishes of the Mubarek family to know why Zahid came to be murdered, but also to see changes made which will mean that no other family has to suffer in the future as they have done; and urges the Government to set up a public inquiry into all the circumstances surrounding Zahid's death so that lessons can be learnt for Feltham in particular and for the Prison Service as a whole.
