That this House notes that motorists in England have no independent means of appeal against the actions of car clamping companies on private land unlike the proper appeals system in place for local authority parking; further notes that this practice is already outlawed in Scotland as extortion; expresses disappointment that the Home Office consultation, Licensing of wheel clamping businesses, does not include the option of banning car clamping on private land; and urges the Government to follow Scotland's example and ban this practice in England.
