National Implementation Plan For Diabetes

That this House notes there are 3.7 million people in the UK with diabetes, including an estimated 850,000 who have not been diagnosed, and a further sevenmillion are at high risk, and that every year diabetes results in around 24,000 excess deaths; further notes with concern that in 2011 diabetes cost the NHS an estimated 1 million an hour and currently accounts for 10 per cent of the total NHS budget, and that 80 per cent of this spend is on dealing with the serious but avoidable complications of diabetes; further notes that there are wide variations in the number of people with diabetes who receive the nine tests recommended by the National Institute of Health and Clinical Excellence (NICE) which are essential for the successful management of the condition and reduction of its complications; is deeply concerned by Diabetes UK's State of the Nation 2012 report that shows the number of people who received all nine of their recommended annual checks varies widely between 6 per cent and 69 per cent; and therefore calls on Her Majesty's Government to create a national implementation plan for diabetes to deliver the already agreed NICE quality standard and the National Service Framework outcomes in order to save costs and improve lives.
